    April 7, 1994 Passed Madam Speaker, I move, seconded by the honourable Member for Baffin Central, that Bill 10, An Act to Amend the Cities, Towns and Villages Act, be read for the second time. Madam Speaker, this bill clarifies the authority of a municipal corporation to establish, operate and restore a public quarry. The bill also clarifies the authority of a municipal corporation to enter into and implement an agreement that delegates responsibility to the municipal corporation for the administration of Commissioner's land.     Madam Speaker, and Members of the Legislative Assembly, I want to take this opportunity to say how pleased I am with the recent visit of Her Majesty Queen Elizabeth and His Royal Highness Prince Phillip. I feel that both the western and Nunavut celebrations gave us the opportunity to give the royal couple a successful overview of who we are and how we live, while providing some of that famous northern hospitality.

    I would also like to express my appreciation to the Honourable Daniel Norris for his work as Commissioner of the Northwest Territories. He was always supportive of the goals and objectives of the people of the NWT, and I wish him the best of luck in his future endeavours.
