Madam Speaker, I move, seconded by the honourable Member for Nunakput that Bill 16, An Act to Amend the Legislative Assembly and Executive Council Act, No. 2, be read for the second time. Madam Speaker, this bill amends the Legislative Assembly and Executive Council Act to permit a Member to request advice from the Chief Commissioner of the Conflict of Interest Commission in respect of the Member's obligations under the act. A Member or former Member may also apply to the Chief Commissioner for permission to accept a contract with government that would otherwise be prohibited under the act, subject to the conditions imposed by the Chief Commissioner. The Commissioner is required to describe each such contract and identify the interests of the Member in his annual report to the Legislative Assembly. The bill also specifies that the annual reports must identify any Member who fails to file or is late in filing disclosure statements required by the act. Thank you, Madam Speaker.
