A new question, Mr. Speaker. It is again directed to the Minister of Social Services. Mr. Speaker, considering the social issues that we are facing in the North, and I firmly believe that some of the fundamental causes of these social issues stem from the abuse of alcohol, I would like to know -- I know that the alcohol and drug board of management has adopted a policy of abstention for the workers that deliver the programs with respect to these types of programs that we see which are funded from the department. I certainly believe in and fully support this decision to show a commitment to addressing such an issue. I would like to know whether the Minister will continue to support the decision of the alcohol and drug board of management with respect to abstention for alcohol and drug workers in the NWT. Thank you.

Thank you, Mr. Speaker. I have a written question for the Minister of Justice. I recognize that he has taken my earlier question with respect to family law review under advisement, so I would like him also to look into the following items: Would the Minister please provide the House with:

a) a list of the names and business addresses of all contractors who have performed work for the family law review project;

b) a summary of fees and disbursements payable to the family law review contractors;

c) the dates on which contractors have submitted final reports required under the terms and conditions of their respective contracts;

d) information on whether payments have been with held from contractors for non-performance of contract requirements;

e) and, as I asked earlier, a projected date for delivery of the final report of the family law review project. Thank you.

Mr. Speaker, I give notice that on Wednesday, December 11, 1991, I will move the following motion: I move, seconded by the honourable Member for Yellowknife Centre, that the following terms of reference of the standing committee on agencies, boards and commissions be approved: The standing committee on agencies, boards and commissions shall: a) have the authority to review and comment on the annual reports of agencies, boards, public committees,

councils and commissions to which the Legislative Assembly, the Executive Council, a Minister or the Commissioner make some or all of the appointments; b) inquire into such matters as may be referred to it by the Legislative Assembly; c) establish its quorum to be five Members including the Chair.

The standing committee on agencies, boards and commissions may, on its own authority: a) examine and report on the methods by which it believes appointments, terms and memberships, and remuneration of members should be made to agencies, boards, public committees, councils and commissions; b) review the operation of all such agencies, boards, public committees and commissions, with a view to improving operations, including reducing possible redundancy and overlapping; c) make recommendations on the continuance or reorganization of individual boards, agencies, public committees, councils and commissions.

Mr. Speaker, at the appropriate time, I will be seeking unanimous consent to proceed with this motion today. Thank you.

Mr. Speaker, I give notice that on Wednesday, December 11th, I will move the following motion: I move, seconded by the honourable Member for Kitikmeot, that the following terms of reference for the standing committee on finance be approved. The standing committee may on its own authority: a) inquire into such matters as may be referred to it by the Legislative Assembly; b) review and recommend on the preparation of estimates, expenditures and appropriations required to defray the charges and expenses of the public service of the Northwest Territories in each fiscal year; c) review and recommend on capital projects and capital planning; d) examine and recommend the terms and conditions of any agreement relating to financial arrangements with the Government of Canada; e) examine and recommend the terms and conditions of borrowing, lending and investing funds; f) review, evaluate and recommend on any revenue sources that may be available to the Territories; g) review financial implications of existing and proposed territorial programs and the financing there of, as well as any other programs which may, in future, become a charge against the territorial budget, and further, be able to recommend funding changes if required; h) investigate and inquire into these financial matters which, in the opinion of the committee, require investigation; and i) establish its quorum to be five Members including the Chair.

At the appropriate time, Mr. Speaker, I will be seeking unanimous consent to proceed with this motion today.

Mr. Speaker, I give notice that on Wednesday, December 11, 1991, I will move, seconded by the honourable Member for North Slave, that the following terms of reference for the standing committee on public accounts be approved. The standing committee on public accounts may on its own authority: a) inquire into such matters as may be referred to it by the Legislative Assembly; b) review and recommend on the public accounts of the Northwest Territories submitted to the Legislative Assembly annually by the Minister of Finance; c) review and recommend on the Auditor General's reports to the Legislative Assembly; d) the Public Accounts of the Northwest Territories and the Auditor General's Annual Report and his Report on Any Other Matters will be referred to the standing committee on public accounts after tabling in the Legislative Assembly. Not withstanding this formal process, the Commissioner, the Speaker or the Minister of Finance are authorized to provide these documents to the standing committee in advance of tabling to expedite the review by the committee. For further certainty, this review in advance of tabling may include public hearings and all other authorized activities of the standing committee; e) investigate and inquire into those matters of a public accounts nature that, in the opinion of the committee, require investigation, and provide advice and recommendations to the Legislative Assembly; and f) shall establish its quorum to consist of five Members including the Chair.

Mr. Speaker, at the appropriate time, I will be seeking unanimous consent to proceed with this motion today. Thank you.
