Item 4: Returns To Oral Questions June 8th, 1995

Mr. Speaker, it's the same subject with regard to criteria for the workforce adjustment program, asked again by Mr. Allooloo on June 8, 1995.

Mr. Speaker, in March 1995 the workforce adjustment program applied to employees whose positions were eliminated or relocated due to change in a department's structure, responsibilities or functions. It did not, Mr. Speaker, apply in cases where positions were altered or eliminated due to budget reductions.

Mr. Speaker, in May 1995, new lay-off provisions were negotiated with the UNW which replaced both the lay-off provisions in the collective agreement and the workforce adjustment program. Many of the benefits of the workforce adjustment program are now included in the lay-off provisions. Thank you, Mr. Speaker.

Item 4: Returns To Oral Questions June 8th, 1995

Thank you, Mr. Speaker. Good morning. Mr. Speaker, I have a return to a question asked by Mr. Allooloo on June 8, 1995. It concerns the status and treatment of GLOs.

Mr. Speaker, all government employees laid off due to budget reductions, in Yellowknife and other communities, received the lay-off entitlements provided for in the collective agreement. In May 1995, new lay-off provisions were negotiated which replaced the existing lay-off provisions and the workforce adjustment program. The negotiations included settling all outstanding grievances related to the workforce adjustment program.

Minutes of settlement were signed with the Union of Northern Workers to apply the new lay-off provisions to the GLOs. In addition, the government liaison officers were given a further six-weeks' notice of layoff.

Committee Report 9-12(7): Report On The Review Of The Financial Statements Of The Government Of The Northwest Territories And The Report Of The Auditor General For Canada For The Fiscal Year Ended March 31, 1994 June 7th, 1995

Thank you, Mr. Chairman. It is a concern about cash flow. We used to have an arrangement with Ottawa whereby we drew down on our money that we received from them when we needed it the most and even Ottawa is getting a little more difficult in that regard. So it is something that we are concerned with. It's something that we will address through the budget process this year and make some recommendations to the next government, and we will be as vigilant as we can about those particular large payments that come from time to time. In fact, most of the departments call us before they are going to issue large cheques so that we can time it so that we do have the money in the bank. So I recognize Mr. Koe's concern. I share that concern, and we are trying to be vigilant. Thank you, Mr. Chairman.

Mr. Chairman, unfortunately Madam Premier and Mr. Nerysoo are on the phone with Mr. Morin right now in Norman Wells. They probably would be better to answer than myself, but my knowledge of it is that there are discussions ongoing with various groups about the impact of the new languages agreement and that the Premier has been handling most of that. Thank you.

Mr. Chairman, yes, a committee has been formed. It has not, as the report says, developed its terms of reference, or it had not at this particular time. I will get the names of the people who are on that committee and provide it to the House post-haste, Mr. Chairman.

Thank you, Mr. Chairman. Over the last year and a half, we have been offering workshops to departments and to various regions, discussing with them how important it is to have a paper trail and to have correct accounting procedures, particularly when they are dealing with cash and that has been fairly well attended by most of the departments. I must say the departments that have recently been clipped are probably the first through the door and that is the kind of preventative sessions that we have been having with departments. Question 555-12(7): Status And Treatment Of Glos June 7th, 1995

Mr. Speaker, I think the Premier answered a question today about GLOs and I think she answered it correctly. I think Mr. Allooloo just recently asked me a question about workforce adjustment, and I think what has happened is between the time of the GLO situation and now, there may have been some further negotiations with the UNW with regard to workforce adjustment. I have to find out the timing of those particular talks in order to come back and answer the question that Mr. Allooloo is asking. So, I'll take the question as notice and, as I said, report to the House tomorrow. Thank you.
