(Translation) Mr. Chairman, I was told by the counselling services that they had made proposals to the government and they were not sure what the situation is right now. Before I became a Member, they said, they made proposals; but now I know you have no proposals. I will try and communicate with them as soon as possible for them to put in a proposal.

(Translation) Thank you, Mr. Chairman. If they put in a proposal I would want to see it, because apparently they have put in a proposal before I became a Member. So maybe you could give this consideration in the near future, because they are placed in the recreation centre. They are in the same office, but partitioned by only pieces of wood. The drug and alcohol secretary and counsellors are in the same building. Maybe you can look into providing them with funding to get a building. Thank you.

(Translation) I am wondering if there was any request from Cape Dorset because their facility is not very good, especially the counselling office for alcohol and drugs. They are partitioned by pieces of wood and a lot of times what they are dealing with is very confidential, especially the counselling services. They are placed in a big room in the recreation facility. Maybe the Cape Dorset counselling services never requested, better office space before I became a Member. They have said they have requested, and at this time I do not see an estimate for such an office. I would like to ask if there was ever a previous request for this.

(Translation) Mr. Speaker, I would like to table Tabled Document 24-12(2), a letter from the community education council, Lake Harbour, with regard to monthly funding to divisional boards of education. They were given quarterly funding but now monthly funding is proposed.

Question O300-12(2): Search And Rescue Boat For Sanikiluaq March 10th, 1992

(Translation) Thank you, Mr. Speaker. I began talking about this during Members' statements. I was confused on whether I should direct my question to the Minister of Municipal and Community Affairs or the Minister of Transportation. There has been a request for a big rescue

boat in Sanikiluaq, because they live out in the sea and there are big waves. When there are emergencies they cannot really fall back on anything because they do not have a big boat. I would like to ask the two Ministers about this request for Sanikiluaq. It may be through Renewable Resources. I would like to know if this could be put into the capital estimates for this year. Thank you.

Rescue Boat For Sanikiluaq March 10th, 1992

(Translation) Thank you, Mr. Speaker. Mr. Speaker, I am going to direct my question to the Minister of Transportation in regards to a rescue boat that they need in Sanikiluaq. In Sanikiluaq, when there is an emergency, they do not have any rescue boats that would be appropriate to use during an emergency, so I would like to ask the Minister if they could put this project into the capital estimates. This is a question to the Minister of Transportation and the Minister of MACA. Thank you.

Bill 14: Appropriation Act, No. 1, 1992-93 And Committee Report 3-12(2) March 6th, 1992

(Translation) Mr. Chairman, in Baffin South we have all types of soapstone. There are some that are softer than the others. There is quite a variety of soapstone that we use. I can say that we have different types, and now I know that the project was supported by the residents of Baker Lake, but it was not supported by the Baffin South residents. Usually when we make carvings we sign our names and they put on a tag for authenticity. Is it true that the carvings that will be made will not be signed or identified as to who made the carvings? This is the last comment that I have. Thank you.

Bill 14: Appropriation Act, No. 1, 1992-93 And Committee Report 3-12(2) March 6th, 1992

(Translation) Thank you, Mr. Chairman. I want to ask a question to the Minister of Economic Development and Tourism about the craft shop in Baker Lake. We started to worry about that shop. It might be losing money. I have received some letters written by the people of Baffin Island. Their concern is that the centre will be buying carvings from the local Inuit, and it might affect the other regions. They might start losing money. So our main concern is that it has to be well planned in order not to lose money, but I do not know if it is supported by the people in the community of Baker Lake. They are using electric tools to carve some of the carvings, and for some of the sewing over there, they are using sewing machines; so I do not know if it is going to work out properly.

One time during a BRC meeting, it was on the agenda. The main concern was whether it was going to affect the other regions, especially the people from Baffin and Sanikiluaq, because just about in every community they are living on carvings, especially right now. We are not selling them very well. Perhaps, if they could sell them higher in Baker Lake, perhaps the other communities will be affected by this program. So this is my question to the Minister of Economic Development. That facility was very expensive to build. I am wondering if that was supported by the local people of Baker Lake. That is all the questions I have. Thank you.
