Motion 51-17(5): Appointment Of Chair To The Northwest Territories Honours Advisory Council, Carried October 8th, 2015

WHEREAS Section 21(1) of the Territorial Emblems and Honours Act provides for the creation of a Northwest Territories Honours Advisory Council to review nominations and recommend appointments to the Order of the Northwest Territories;

AND WHEREAS in June 2015 the following members were appointed to the Northwest Territories Honours Advisory Council;

Ms. Grace Blake of Tsiigehtchic;

Ms. Sabrina Broadhead of Hay River;

Mr. Paul Delorey of Hay River;

Mr. Danny Gaudet of Deline; and

Ms. Anne Peters of Yellowknife.

AND WHEREAS Section 23(1) of the Territorial Emblems and Honours Act

provides that the Legislative Assembly, on the recommendation of the Board of Management, shall designate a member of the council as chairperson of the council;

NOW THEREFORE I MOVE, seconded by the honourable Member for Mackenzie Delta, that Mr. Paul Delorey of Hay River be appointed as chair of the Northwest Territories Honours Advisory Council.

Recognition of Visitors in the Gallery October 8th, 2015

Thank you, Mr. Speaker. I’d like to recognize constituent Rick Groenewegen and his daughter, Jillian, obviously, and I’d like to thank Wendy again, recognize Wendy Morgan and Hay River resident Germaine Michel as well. Thank you.

Appreciation For Constituents, Colleagues And Supporters October 8th, 2015

Thank you, Mr. Speaker. It’s been four years since I got up here and I think I was nervous the first time. It’s been a steep learning curve. I’ve been learning lots as a first-time MLA.

I’d like to thank Jane for all the hard work.

Obviously, we like to thank our constituents for all their support, even those ones who challenge us. Those who challenge us make us work harder as MLAs to answer those hard questions, take those hard questions to the floor here, take them to our Cabinet. So, a big thank you to all of them.

I’d like to thank my constituency assistant, as well, Myrtle Graham, back in Hay River.

My other constituency assistant, Wendy Morgan, who is everybody’s help. I think she’s helped everybody here, Mr. Speaker. She puts a lot of work in. She helps a lot of people in the Northwest Territories.

I’d also like to encourage everybody to come out and vote, both in the federal, municipal and territorial elections. The federal and municipal is October 19th and our territorial election is on November 23rd. Thank you, Mr. Speaker.

Report of the Committee of the Whole October 6th, 2015

Thank you, Mr. Speaker. Committee has been considering Bill 55, Mental Health Act; and Committee Report 25-17(5), Report on the Review of Bill 55, Mental Health Act; and would like to report progress and that Committee Report 25-17(5) is concluded and that Bill 55, Mental Health Act, is ready for third reading. I move that the report of Committee of the Whole be concurred with.

Question 946-17(5): Business Incentive Policy October 6th, 2015

Thank you, Mr. Speaker. Like I indicated, it seems like we’re trying to find ways to support southern businesses. We need to find, and my question is, how can a company provide 51 percent labour welding services and still not be BIP’d. Why is that BIP being delayed? Thank you.

Question 946-17(5): Business Incentive Policy October 6th, 2015

We’re not being unreasonable here. We know there are several companies that supply trucks to the Northwest Territories. We have no problem with other companies bidding truck versus truck, but we need that work done in the Northwest Territories. Currently, some of the bids that are going forward are 51 percent over a $200,000 project; 51 percent is labour, construction, welding in the Northwest Territories, with the one contractor. With the other contractor, that work is being done in Ontario and in Quebec.

Is the Minister committed to making companies required to do the work in the North?

Question 946-17(5): Business Incentive Policy October 6th, 2015

I understand that’s coming from the Department of ITI. I’m just wondering how the department works with Transportation and Public Works and Services who does the procurement of these assets. I guess I’m having difficulty and with the fact that I’m having to deal with three different departments to deal with one issue on plow trucks.

How can we simplify this process? Can the Minister indicate to me whether Public Works and Services shared services and BIP should be merged together?

Question 946-17(5): Business Incentive Policy October 6th, 2015

Thank you, Mr. Speaker. Yesterday I was speaking of business and some of the issues that I have had with the GNWT over the last four years. My questions today are for the Minister of ITI. I’m dealing with a client for the Business Incentive Policy and getting them BIP’d, and it’s specific to the plow trucks that Transportation continues to buy and we’ve tried to get King Manufacturing BIP’d for that project.

Can the Minister indicate to me why the application for King Manufacturing for plow trucks was denied this year?
