"walk Of Love" To Raise Money February 13th, 1992

Thank you, Mr. Speaker. This being Valentine's Day, I would like to speak about a very impressive woman in Baker Lake. Her name is Susan Toolooktook. Susan Toolooktook departed this morning for Nauhaaq, which is a hill across from our community, called Sugarloaf Mountain. She left this morning at 8:00 o'clock. There were 50 people who gathered on the ice at 7:30 this morning to wish her good luck. This walk is being called Nauhaaq, walk of love. She is doing this to raise money for local families that are poverty stricken. A committee has been formed to collect and oversee donations. A spokesperson for this committee has been chosen, and this is Tom Kudloo.

The weather in Baker Lake for February 14th is expected to be -38 degrees. Susan has brought an HF radio with her and plans to make contact with the community of Baker Lake to keep them informed of her progress. The round trip to Nauhaaq is 50 miles. Thank you, Mr. Speaker.

Motion 40-12(1): Establishment Of The Special Committee On Health And Social Services December 17th, 1991

(Translation) Thank you, Mr. Chairman. Listening to the comments that are being made, I cannot just sit back and say nothing. In the communities with social problems, the social workers have a lot of work to do. We see them in every community. I think of all the programs that the government offers, this is one of the hardest issues to deal with because they affect the minds of human beings. What the social workers say is everyone is aware in the communities. I do not agree that it will only affect certain communities. For example, in the Baffin Region, Keewatin Region or Kitikmeot Region, I am sure there will be some communities that will not be involved because all the communities are different. Problems will be encountered in the communities. I am sure a lot of the communities that would have comments to make on how they used to handle problems, and I am sure that will be brought up in some communities -- how the Inuit used to handle problems. The Inuit had their own way of solving different social problems, and I am sure those will have to be looked at again.

Question O174-12(1): Estate Settlement Held Up For Five Years December 17th, 1991

Thank you, Mr. Speaker. My question is to the Minister of Justice, probably in relation with the Minister of Economic Development who is not here at this time. I have a family in my constituency in which a person died about five years ago and the estate is tied up with the

public trustee for that length of time. Is it common practice for the public trustee to tie up an estate for this length of time? Thank you, Mr. Speaker.

Bill 3: The Adoption Of The French Version Of Statutes And Statutory Instruments Act December 17th, 1991

Thank you, Mr. Speaker. I have the pleasure of presenting the report of the standing committee on legislation regarding Bill 3. Mr. Chairman, the standing committee met on December 3, 1991 and considered the proposed bill at that time. The committee was grateful to the Government House Leader, the Hon. John Pollard, and his legislative counsel, for meeting with the standing committee to present the bill and respond to Member's concerns. The standing committee found Bill 3 to be technically sound and noted that it will, in fact, allow the government to meet its obligations for the translation of statutory instruments.

I should note that there were some general comments in the standing committee meeting that dealt with relevant issues pertaining to aboriginal languages. I expect that those comments may be raised during committee of the whole today.

In concluding this afternoon's report, Mr. Chairman, I am pleased to advise that the standing committee on legislation agreed that Bill 3 was ready for consideration in committee of the whole. Thank you, Mr. Chairman.

Question O130-12(1): Response To Question Re Arctic Airports December 15th, 1991

Thank you, Mr. Speaker. My question is directed to the Minister of Transportation. On Friday, December 13th I asked a question about the agreement between the GNWT and the federal government regarding the Arctic airports. I would like to know if he has found a response to this question.

Question O127-12(1): Changing Water Source In Arviat December 15th, 1991

Thank you, Mr. Speaker. Mr. Speaker, there are plans by the Government of the NWT to improve the water source for the community of Arviat. My question is to the Minister responsible for Municipal and Community Affairs. I would like to know if he knows whether the water source will be changed from a still water to a flowing source in the summer of 1992. Thank you, Mr. Speaker.

Motion 37-12(1): Terms Of Reference For Standing Committee On Legislation, Carried December 12th, 1991

Thank you, Mr. Speaker:

WHEREAS it is required by Rule 95(2) that the terms of reference for all standing committees shall be approved by the Legislative Assembly;

AND WHEREAS the standing committee on legislation has considered the matter of their terms of reference;

AND WHEREAS the standing committee is now prepared to present their terms of reference to the Legislative Assembly;

NOW THEREFORE, I move, seconded by the honourable Member for Yellowknife Centre, that the following terms of reference for the standing committee on legislation be approved: The standing committee on legislation shall: a) examine such matters as may be referred to it by the Legislative Assembly; b) review all bills and legislative action papers referred to the committee; c) examine all orders, regulations or statutory instruments issued by the regulation-making authority; d) examine any other matter of a legislative nature as determined necessary by the standing committee; and e) establish its quorum to be five Members including the Chair.
