Thank you, Mr. Speaker. In January I am going to be meeting in Toronto with the federal Minister of Social Services, who I understand is also the Minister responsible for Health, and we will be discussing items such as that. I am sure that item will come up.

Thank you, Mr. Speaker. To the first question that the Member addressed, will I consider it, yes I will consider looking at the expiration dates on terms of chairpeople.

Thank you, Mr. Speaker. I will take that suggestion under advisement and see how we can comply with that. I think "at pleasure" would be for the particular life of the Minister, and I do not think that would be too long, given the nature of the House, four years at the maximum, and after that -- it is a good question and it is one that will be addressed by us as we review the nature of agencies and boards under the two departments that I am heading up, Mr. Speaker.

Thank you, Mr. Speaker. I thought they were all appointed at pleasure, but I cannot be absolutely certain. I will have to review that. I do know that there may be some.

Thank you, Mr. Speaker, lots. I could get the listing. I do not have that at my fingertips, but I could get the listing. There are at least five regional boards that I am aware of, and as far as the numbers they vary as to their particular size, but I will get that for the Member as soon as I can.

Motion 26-12(1): Contribution To The NWT Council For Disabled Persons December 15th, 1991

Thank you, Mr. Speaker. I am very familiar with the work of the council and I, and many other people, personally have worked hard to support its efforts for the last several years. I have been aware of it and have been able to do things. I support the efforts of the council in the many ways that they help, and people appreciate very much the situation that they find themselves in at the moment.

I cannot offer any positive indication as to whether any moneys will be found from either of the two departments that I am currently involved in that are involved with the council. However, I want to assure the Member that even in these tight fiscal times we will be reviewing capital projects that may have lapsed, or moneys that may be around, to see if there is any assistance that we can make to this very worthy group of people and their problem at the moment.

Thank you, Mr. Speaker. I cannot give you that assurance that there will not be a change in the pattern of moving patients back and forth. I think there is consideration being given to moving patients to wherever the service is available at the most economical cost.

I would like to advise the Member, however, that I am not able to advise him at this moment; so I will take the question as notice. I think it should be a written question giving me all the details that I would need.

Question O111-12(1): Review Of Pay For Alcohol Treatment Workers December 12th, 1991

Mr. Speaker, I am not personally aware of the funding structure for the workers in the field. I do know that funding is given to a board to manage, and I think that they take all things into consideration. However, I can keep the question in mind when I do meet with the various groups to see what the concerns are, related to their pay levels. I will endeavour to do that. As the Government Leader said, I will be visiting, as time allows, the area people to discuss the matter of the delivery of alcohol and substance abuse programs, as such abuse is a big problem in the Territories.

I was looking at some figures, and they indicate that we spend $100 per capita for all the people in the NWT in just that one area. It is a substantial amount, and the question is well put. I will endeavour to ensure that the people that are delivering the service are looked at properly.
