Mahsi cho, Mr. Speaker. I move, seconded by the honourable Member for Great Slave, that Bill 5, An Act to Amend the Motor Vehicles Act, be read for the second time.
This bill amends the Motor Vehicles Act to:
remove references to public service vehicles;
add references to the registration permits, in-
transit permits and short-term permits;
define “driving record,” and clarify who may
obtain access to it and under what circumstances;
allow a person to apply for an early renewal of a
driver’s licence up to one year before the date of expiry;
allow the registrar to extend a driver’s licence or
an interim driver’s licence for up to 90 days from the date of expiry;
authorize the registrar to suspend a driver’s
licence;
authorize the registrar to suspend or cancel
drivers’ licences if the registrar believes on reasonable grounds that a driver is not capable of operating a motor vehicle in a safe manner;
remove the prohibition on the use of flashing red
and amber lights;
remove the potential liability of a child
passenger for not wearing a seatbelt or not being in a prescribed child restraint system;
prohibit a driver from riding a motor vehicle if
unable to reach the foot pedals or floorboards of the motorcycle; and
make other amendments to improve clarity and
readability.
