Thank you, Mr. Chairman, I will reserve my further comments or questions until we actually get into the document. I cannot stress the importance of how the expectations of the public level are, and how unready some communities may be in wanting to take over these responsibilities and also stress the fact that this report may just want to be used as a blueprint for government, and also stress to the government that they should not expect to implement the recommendations in their term of government, because I think some of these recommendations will take longer than four years to actually implement.
