There were two design changes. Early on in the project it was decided to make the project into more of a multi-use facility, Mr. Chairman, and also I think the majority of the amount would be attributed to the water and sewer system that this government had to put in because the Town of Iqaluit, for some reason or other, chose not to and yet insisted that it be put in.
