Thank you, Mr. Chairman. I have the Standing Committee on Finance's comments on Supplementary Appropriation No. 4, 1991-92. Mr. Chairman, the Standing Committee on Finance reviewed Bill 13, Supplementary Appropriation Act. 4, 1992-92 during its meetings on December 1 and 2, 1992.

Mr. Chairman, the standing committee was concerned that the establishment of a doubtful account allowance would adversely affect the statement of claim the Government of the Northwest Territories has filed in the federal court of Canada regarding the health billing dispute. The Minister of Finance has assured the committee, by letter, that this is not the case. This allowance has been established to conform to sound financial and accounting practices. The committee is satisfied that this is the case. Therefore, Mr. Chairman, the Standing Committee on Finance agreed, at its meeting on December 2, 1992, to

recommend this bill to the Committee of the Whole for discussion. Thank you, Mr. Chairman.
