Thank you, Mr. Chairman. Mr. Chairman, Supplementary Appropriation Act, No. 3, requests authority for net additional appropriations of $10.277 million. The supplementary appropriation consists of additional appropriations in the amount of $9.025 million in operations and maintenance, and additional capital appropriations in the amount of $1.252 million. The appropriations include the initial requirements for decentralization initiatives currently under way. The appropriations are within the estimated supplementary requirements for the year, as shown in the summary of projected revenues and expenditures. Mr. Chairman, I am prepared to review the details of the supplementary funding requests and either answer Members' questions or refer them to the Minister responsible. Thank you, Mr. Chairman.

Thank you, Mr. Chairman. I have the Standing Committee on Finance's comments on Supplementary Appropriation No. 4, 1991-92. Mr. Chairman, the Standing Committee on Finance reviewed Bill 13, Supplementary Appropriation Act. 4, 1992-92 during its meetings on December 1 and 2, 1992.
Mr. Chairman, the standing committee was concerned that the establishment of a doubtful account allowance would adversely affect the statement of claim the Government of the Northwest Territories has filed in the federal court of Canada regarding the health billing dispute. The Minister of Finance has assured the committee, by letter, that this is not the case. This allowance has been established to conform to sound financial and accounting practices. The committee is satisfied that this is the case. Therefore, Mr. Chairman, the Standing Committee on Finance agreed, at its meeting on December 2, 1992, to
recommend this bill to the Committee of the Whole for discussion. Thank you, Mr. Chairman.
