Thank you, Mr. Chairman. There is a steering committee that has been attempting to keep this project on track. There have been a number of problems in the past with it as far as the design and a number of other things, and it just kept getting set back because of those reasons, I guess one of which would have been the sobriety clause in the future of Tuvvik, which has now been decided; so the project is again back on track and the steering committee is still very active on this project.

The government has embarked on some major undertakings in the last few years, and in this document there are two of them that are shown, one in Iqaluit and the other on the Hay River Reserve. There was also a major project in Yellowknife. My question is, if there is a group or organization, or a group of communities that wish to establish such a treatment centre, how do they get on the list? Is there a process or some kind of procedure that they follow?

I would suggest that if there is a group or a group of communities that are prepared to put forward a proposal, it would go forward to the board of management, and this proposal would be weighed against the strategic plan that was tabled in the House in the last Assembly, and there would be a number of considerations.

In a lot of communities across the North, I am not sure of the number of alcohol and drug treatment centres, or alcohol and drug program centres that exist, but I am aware that and a lot of them are in some really dilapidated quarters with leaking roofs, snow blowing in through the doors, cold and wet, and yet they are trying to do a service for people in need. If a society or a centre needs capital money, is there a provision for this somewhere? Not for minor capital, but for an area of major capital improvements, do they have to go through a process of negotiating some kind of project?

Thank you, Mr. Chairman. Yes, there are a good number of community-based alcohol and drug treatment programs, and the Member is correct that they find whatever accommodations are available in communities and oftentimes they are fairly scarce, and it is too bad they are in locations as described by the Member. There is some money set aside for maintenance to repair these units. The program is a contributory program, where moneys are submitted to these groups through proposals received from them to operate the program. Not very much is allocated for the repair. In some cases, they are acquired under charity leases and leases of that nature. They are housed in buildings that are looked after. In most cases, unfortunately, they are in need of repair and there are only a few dollars to look after it.
