In a lot of communities across the North, I am not sure of the number of alcohol and drug treatment centres, or alcohol and drug program centres that exist, but I am aware that and a lot of them are in some really dilapidated quarters with leaking roofs, snow blowing in through the doors, cold and wet, and yet they are trying to do a service for people in need. If a society or a centre needs capital money, is there a provision for this somewhere? Not for minor capital, but for an area of major capital improvements, do they have to go through a process of negotiating some kind of project?
