Thank you, Mr. Chairman. During the Christmas holidays I had some people from the East visit my community. One of the things that came up was the ratio between what they had at the Baffin Correctional Centre and the young offender's facility in lqaluit. The facility itself was under-utilized. The Baffin Correctional Centre had about 60 inmates and they had I thought it was, 3-3-2. It is 3-4-2 for day shift, afternoon shift, and then night shift. Right across from that is the young offender's facility which had three young offenders there at that time. They had three people in daytime, four in the afternoon, and two in the evening.
With regard to the young offender's facility, is it really necessary to have those capital expenditures, first of all? I realize that it is going to be under O and M, Mr. Chairman, but is it justified to have three people taking care of three young offenders? On the other hand, I see that there may be a shortage of staff for handling the mature inmates. My difficulty is that the ratio does not seem quite right in the sense that even though we do have the possibility of a riot for the larger group, the ratio is not consistent.
