Thank you, Mr. Chairman. Yes, the Member is correct. It is a small amount of money with a large number of facilities seeking those dollars. The applications generally come in to the board of management who prioritize the request that comes through. Those deemed to be most urgent are given some, if not all, the funding being sought, It is primarily for safety, fire, electrical, repairs, to make sure the furnaces are running properly, et cetera.

I have a real concern in terms of the centre in my constituency where they have requested small amounts of money over the years and never seem to get on the priority list to be able to access capital funds. I know there are 40 other such groups, but does the priority list change over the years so that each centre has some access to it one year, and others in other years?

Thank you, Mr. Chairman. I am not currently aware of the requests that the Member speaks about, but I will endeavour to inform myself as to how long these denials have been going on. Some of the things they take into consideration is the location of the facility in the community it is in, and the ability for the local group to raise funds privately. In some communities, the solicitation for extra funding to do special projects and things within the community for that centre or that program is greater because the community is larger and they can access other sources of money to do the work. Sometimes they volunteer to do the work or get contributions privately. Some of the things we look at is the availability of other sources of resources for making repairs or enhancement of the program.

This is my last comment. If that is the case, I hope this is documented in some kind of policy so that you have criteria when requests come in. It seems as if you penalize a group or community for being effective and efficient in raising money, and they are, then, not eligible to receive some of these dollars that should be available to them on top of money they do raise. I assume you have a rating sheet that says that this project or this centre is requesting a certain amount of money, and that "Yes, it is a priority,* and "Yes, they need it, and in year one or two they will get a piece of it."

Thank you, Mr. Chairman. I hope we do not penalize anybody for resourcefulness. I think the board of management does receive the applications and takes them very seriously. They make the best judgment they can on it, and we do have representatives in most of the areas. They are keenly aware of needs. We applaud the people that are energetic and are able to assist this area through their own initiatives as much as possible. We applaud them for their efforts in that area, and we help those who are in need the most and less able to help themselves.
