The reason it is a mixture of funding for the alcohol and drug treatment centres is that we did have an agreement to transfer capital money for the Baffin treatment centre. We got $1.556 million transferred from the federal government from NNADAP, National Native Alcohol and Drug Abuse Program, for that particular treatment centre. For the NAS treatment centre, the NAS Society, Northern Addiction Services Society, worked with CMHC and got mortgage funding; and for the territorial treatment centre in Hay River, that is territorial funding. The federal government does not have any specific funding available, other than what we got transferred as a result of the NNADAP transfer.

Mr. Chairman, I am not going to be critical of the Hay River Reserve program, but I am kind of curious as to why we were unable to access the NNADAP funding to build that particular project, yet we were able to do it in another community.

Thank you, Mr. Chairman. I think we may have been just a little too late on that. I think the department did try to access federal funding; however, the funding for the program did cease. The moneys that are allocated for future development were already earmarked while the program was still operating.

Mr. Chairman, could I ask the Minister to indicate why the NNADAP fundings were cut off for the Territories? Was it because of the health transfer matter? If so, what criteria are now being used to fund programs for aboriginal people in the Northwest Territories?

Thank you, Mr. Chairman. Yes, the transfer did affect to some degree the program as well. I think that any future dollars for the construction of centres will have to come from territorial moneys. It is something we will have to look at very carefully.
