Thank you, Mr. Chairman. On the sale of housing to employees, as part of the development of a long-term housing strategy which we hope will become complete by fall, earlier this year we approved phase one of this sale of staff housing in three communities: Yellowknife, Hay River and Fort Smith.

As far as the status report is concerned, employees were given an opportunity to express an interest in purchasing their units, and 30 employees in the three communities expressed an initial interest after appraisals were done in late April. We now have, as of a couple of weeks ago, 12 employees in these communities that made a firm offer to purchase units. In regard to a status report on the short-term housing strategy which was implemented by the former government, we offered to sell houses based on an employee survey in 1989. Of those surveyed, 182 responded positively to the survey. Of these 182 people, 74 were still interested in purchasing a home in May of 1991. Of 103 properties that were appraised, 69 were deemed eligible for sale. On January 16 of this year, 50 employees were still interested and so were sent information which included appraised list prices, offer to purchase forms, data sheets on operation and costs of the agreed units, and they were informed that the sales would be handled in a tender bid form and the closing date was February 28. As of March 5, 35 bids were received, 11 of them were unacceptable, one was from Inuvik, one was from Norman Wells, three from Rankin Inlet, one from Coppermine, one from Fort Smith, and four were from Fort Simpson. The houses had been all appraised, and of all the offers received, 24 were more than ten per cent lower than the list price. Where the bids were reasonably close to the reserve bids, Public Works counter-offered the employees' bids. To date, three houses have been sold under this program; one in Norman Wells and two in Fort Simpson. So that is basically a status report.

I mentioned earlier that the long-term housing strategy is nearing completion. I hope to have it done for the September session. It should address the following areas when it is complete: responsibility and authority for housing programs; user pay; sale in level I communities. In phase two of it: economic incentives to market development, housing, the rent scale, provision of furniture and staff accommodation, eligibility guidelines and allowances, and sale of units in level II communities. I hoped to have It done sooner but right now I would suggest it might be done and available to the Legislature by September. Thank you.
