Thank you. Mr. Speaker, the college did not even take into consideration consulting with the "as and when" successful bidder to see if he had the proper equipment. They outright did a sole source contract with an existing firm. I would like to ask the Minister, does the Minister recognize that the unusual and inappropriate contracting procedures used in this case, has resulted basically in confusion to the successful bidder, and the risk of preferential treatment, which I believe is not proper contracting procedures?
