Thank you, Mr. Speaker. My question is to the Minister of Justice. On February 21, 1992, I asked the former Minister of Justice a question about the fact that there are a number of people in the Northwest Territories who, because of delays in the custom adoption process, have been unable to obtain birth certificates. The former Minister stated that he would bring forward amendments to the Vital Statistics Act, as quickly as possible, to allow birth certificates to be granted, even before the formal processing of a custom adoption is finalized. I noticed that there is no sign of any such amendments on the horizon. Can the current Minister of Justice indicate whether this delay is caused by the problems that his department has had, in completing the family law review project, which is supposed to be dealing with, among other things, the custom adoption process?
