Since there seems to be some confusion about who is responsible for what, my question to the Minister is, since he has told us that he took some time off, could he indicate whether he continued to be responsible for that department up until the period of November 12, or had advantage of responsibility already been given to Mr. Kakfwi because it was Mr. Kakfwi who signed the letter?
