I do not want to single out Mr. Koe on this next observation, because other Members have actually been doing it also, but it seems the trend of late is that a majority of Members' statements are going beyond the two and a half minutes. Even though that is allowed in the rules, by asking for unanimous consent, ultimately it begs the question that, if no one follows the rule, why do we have the rule?
