Mr. Chairman, the way the government operates presently is all legal counsel, advice and questions are handled by the Department of Justice for all the departments, including Personnel. If the Member is suggesting there might be some merit to looking at the suggestion that we should have one lawyer permanently assigned as an employee within the Department of Personnel, who would act as legal counsel for the purpose of negotiations, I would be prepared to look at it to see what the merits of it would be and I am willing to share that with the Members as soon as I have done so.
