Mr. Speaker, this is a return to Written Question 32-12(3), asked by Mr. Dent to the Minister of Government Services and Public Works concerning the awarding of contracts under the business incentive policy.

The hamlet of Broughton tendered this contract in March. The contract was awarded to J. Foisey by the hamlet of Broughton Island.

The business incentive policy applies to all contracts whenever

"1. fifty one per cent or more of the total contract fundings or

2. fifty one per cent or more of the total annual operating funds of one of the parties, is received directly or indirectly from the Government of the Northwest Territories."

The Department of Government Services and Public Works has the responsibility to advise contracting staff in the application and understanding of the business incentive policy. When a problem with the application of the BIP is identified, the department will do its best to negotiate a resolution. The department will follow up on complaints and recommend appropriate action in response.

Tabled Document 122-12(3), a letter from the Fort Simpson Dene council requesting that the Minister of Renewable Resources support the trappers in their effort to remain self-sufficient by calculating the trappers' incentive study on the best three of the past five years, provide financial assistance to the band in order that trappers' loans may be forgiven and delay the deadline for switching to the quick kill traps. I would like to add that there are signatures of 33 trappers on these documents. Thank you.

The band feels she is receiving exceptional treatment

I have another document to be tabled, Tabled Document 124-12(3) is a letter to the Minister of Justice, Stephen Kakfwi, indicating their concern, their disappointment in changing a facility from secure to open custody. It is from the Fort Smith native band. Thank you.
