Madam Speaker, I suspect that the Minister would agree that per capita funding is a rather imperfect method of ensuring there are adequate resources available to fund the special needs of each student in our system. The preferable method would be to target the funding based on the actual needs, as the department has now determined. I would like to ask the Minister, in this final supplementary, whether we have a chance of seeing the new, specifically targeted, special needs funding formula in place for the coming fiscal year when we review his department's main estimates this winter?
