Madam Speaker, on an ongoing basis, the Department of Health deals with the regional health board on the needs and requirements for their region. It's not necessarily tied to the 1995-96 budget arrangements; sometimes these arrangements are done in assessing what types of services are made available out there, the cost and the evaluation of whether the cost is more economical and better to be served in the community rather than on an arrangement where the contractual services come in. So it's not necessary that a physician position year is established in the budget, but more in the continuing negotiations with the health boards and the changing health needs that communities have.
