Thank you, Madam Speaker. My question is to the acting Premier. Madam Speaker, the territorial government, environmental groups, aboriginal organizations and the proponent BHP have all agreed that there should be an environmental review process. I don't think, Madam Speaker, we can expect mining companies to continue to invest tens of millions of dollars in the Northwest Territories when they face unnecessary delays, for no obvious reasons, in the regulatory process. My question to the Minister is, what is causing the delay in the set up of the environmental review panel?
