I understand that the deputy minister of Municipal and Community Affairs wrote to the Northwest Territories mayors in June, I believe, and told them about the planned reorganization, but he did not actively seek their input. Can the Minister explain why, when the mission statement, as outlined in this document, talks about teamwork, her department does not actively seek the input of communities before proceeding with this significant reorganization?
