With greatest respect to the Minister, Madam Speaker, if the purpose of the community assessment is to determine whether there is a surplus of staff housing in a community -- in other words, whether there are some surplus houses that can be safely disposed of without jeopardizing the government's program delivery capability -- wouldn't a correct time to do a community assessment be before you sell off the houses, rather than after you have already made offers and acceptances?
