I know they go into communities and meet with them to try to design the type of schools they are going to build in the community. It is based on the old criteria. Are your people going into communities and instructing the host communities that they might be changing the criteria, and once the criteria has been changed, perhaps some of the spaces in the schools are larger than originally planned?
