Madam Speaker, it's not normal for Ministers to delegate if they're going to be out of town for 24 or 48 hours. If it was going to be for a matter of days or weeks, then that would be different. At the present time, if there were any documents to be signed on behalf of any of the Ministers who are absent, that could be done by any one of the Ministers who are in the House at the present time.
