Mr. Speaker, the federal government had no direct involvement in the development of

our protocol or the policy of this government's involvement in self-government negotiations. But they have, I think, been consistent in their position in other self-government negotiations across this country that if there is a government which exercises jurisdiction in the areas which are going to be the subject of negotiations, the respective government is expected to be part of the negotiations.
