Thank you, Mr. Speaker. Mr. Speaker, my question is to the Minister of Finance. Again, it is about the Regional Councils Act. Mr. Speaker, section 15 provides that the Minister may provide funding to councils by means of grants or contributions, or both, in accordance with the Financial Administration Act. Since section 5 states that councils shall meet twice a year, I would like to ask the Minister of Finance, unless the Minister wishes to undermine the existence of a regional or tribal council, would it be correct to say that funding should be provided to regional and tribal councils in the Northwest Territories to enable them to meet twice a year?
