Mr. Speaker, as a Cabinet, when a Cabinet Minister speaks it is assumed that discussions have taken place and it is a Cabinet statement. However, I am listening to a certain part of the Member's reference to statements made yesterday and I will confer with the Minister responsible and see if we can give the Member some assurance that the statement was clear and concise in terms of the obligations that we have.
