Thank you, Mr. Chairman. What is happening here is that this is the matter with regard to when a member serves as a representative of a divisional education council. That is already in the existing legislation. What we are adding is the alternate, so that we can ensure that there is a representative on the divisional education council in the

absence of members who are already there. That's what we are doing in this particular clause.
