The block funding agreements are unconditional in terms of the community having the flexibility of moving their capital projects. The condition is according to how many cuts we get from the federal government. The percentage would then be cut from that agreement. That's a clause in the agreement. But it is unconditional in the way that the community can now plan, within that three-year agreement, how they want to deal with their capital projects without having to go back to the government for approval.
