Thank you, Mr. Chairman. Some of these buildings such as the one in Hay River are to replace existing buildings and, in fact, the O and M costs with a newer building may go down rather than go up. I am advised that the overall increase in the budget for utilities in the college's operations is in the area of $28,000 or $29,000 in this next fiscal year. Specifically tying that to a location would be difficult right now, but I would suggest, given the need to increase the numbers of adult people in the Northwest Territories able to get into the workforce, that these are indeed very important expenditures. Typically, in the capital program, learning centres would have taken, I believe, about 23 per cent of our budget in previous years, and this year it is down to what I think is about six per cent of the capital budget. So the adult side has taken a significantly bigger hit in this year than has the school side for capital. But I think that we have to recognize that the need is significant out there and we can't ignore it, and we need to continue working towards satisfying the need for classrooms for adults in the Territories.
