Mr. Speaker, I believe in answering this question in the committee of the whole, I said that the sole-source contract based on the experience that the Med-Emerg International group could bring to the table in facilitating a development of a draft strategic plan in a fairly timely fashion. At that time I said the extreme pressure that was on us as a system in trying to deliver to health facilities in Inuvik and Iqaluit and in reviewing some of the major reforms that our department was undergoing in trying to reform the health and social services system in the Northwest Territories, Mr. Speaker.
