I think between one letter that goes to a Premier from a leader of a community dealing with a matter such as this, this is just one letter. Suppose there is another letter that comes down the road in six months. What is the process to deal with it then? You are saying it will never happen again. It has already happened. I do not think we can say never is never. It can happen. What is the process to deal with it?
