Thank you, Mr. Chair. The Member is not right when he says we have not been fair to the community. There are ups and downs all over the country and this particular community has had their ups already and they are unfortunately in their down side right now. That is just the way of the capital planning process. It goes up and down and they have had their ups already. With our capital planning process, we cannot meet every communities expectation every year. It goes in a zig zag pattern so that we can balance it across the territories. Thank you, Mr. Chair.
