Thank you, Mr. Chairman. Mr. Chairman, the whole idea of block funding is that the community does not need to submit a detailed capital plan for approval by the Legislature. This is the same thing that happens with other block funded communities. I am sure that if the Member would like to see the community's capital plan that we could certainly request the community provide that to him for his information, but this is not information that is required under the block funding agreement for the community to disclose and for us to bring into the House.
