The Minister indicated, last week I believe, that the price was not a major factor, that the prices were similar when they reviewed the RFP or RFQs, whatever they were regarding this contract. Mr. Speaker, it is my understanding over the last three and a half years we have been told an RFP, an RFQ, is a competitive process. What is the difference in reference to this award?
