Yesterday when the Minister presented his budget in the committee of the whole, the deputy minister stated that the Highway 4 reconstruction program line item in the budget, money was being spent already on that line item because of the interim appropriation that the Minister of Finance passed in this House. I ask the Minister, were any dollars spent prior to that interim supplemental appropriation brought into the House? Thank you.
