Thank you, Mr. Speaker. Mr. Speaker, the line of questioning of the honourable Member cuts right to the heart of the whole budget process and, as Members in the Cabinet, we have not really talked about it. I guess that might be an option, but it is an option that would be pretty hard to do because we are talking about cutting existing programs that are being provided by the departments and every department would have to look at what they are providing in terms of programs and services and what are they willing to cut. Basically, that is what it means, and I do not think we have talked about it or even thought about it, but we know that this is one way of dealing with the problem of shortage of funding in education.
