Mr. Chairman, in regard to highways, is that contract going to be a sole-source contract or a negotiated contract? Do you have any idea as to how that money is going to be used?
You did mention that there is going to be other parties associated with funding this. Presumably, you have departments putting money into it. Now you are talking about the private sector putting money into it, so how is that going to be let? Is that going to be a public tender or a negotiated contract?
