Well, it would be nice if our colleagues on the other side would answer our questions so we will not need a preamble to set up the question, Mr. Speaker, but that is the fact of the matter. Mr. Speaker, there are 19,210 women, according to the l996 census, in the Territories. Of them, 13,610 are ages 15 and over. Twenty percent of families in the Northwest Territories are single parents and 79 percent of that 20 percent are women. In the Northwest Territories, we have the highest birth rates amongst teens.
My colleague, Mr. Bell, mentioned earlier that one of the biggest social challenges in the Northwest Territories is training. Yet, our government does not have capital funding programs to assist communities which have no suitable buildings in which to establish a day care centre. If single parents between the ages of 15 and 18 do not have access to day care, how are they supposed to get training and contribute meaningfully to society?
My question to the Minister is, why is there not a capital funding program to assist communities that do not have suitable buildings to house day care centres? Thank you, Mr. Speaker.
