In terms of making a direct commitment to re-invest any economies and savings that we may have in one specific beat, that would not be in the best interest of the overall highway system. That has not been our practice in the past. During the year, if one area is suffering a little tougher condition, let us say one region, such as the Inuvik region, ends up with some tougher winter or summer conditions, such as heavier rains, the Deh Cho dealing with some rougher conditions, in Liard, gravel problems, other drainage problems, the department needs to allow itself to adjust those funds throughout the year right to the end of March, to manage where the need is greatest. That is the approach that is used.
Managers are encouraged to save where possible. They alone are in a difficult position just trying to keep up their sections of maintenance. We are rarely seeing significant savings that are available out of one given area. Thank you, Mr. Chairman.
