Thank you, Mr. Speaker. Mr. Speaker, my concern is that I do not think we have taken into consideration the differences on needs. The needs are different in larger municipalities than they are in small settlement councils, or even in hamlets. There has always been that discretion between large and small communities. I think what this does is it even pushes them farther apart by not realizing that circumstances are different in those types of structural make up of our communities. Our services are different.
