Thank you, Mr. Chairman. I will be voting in support of the Bill. There is one area that may have been covered in committee, but I think it is something that I would like to bring out, and that is the aspect of where and when the government deems that a change in the tax rate is required. I note that the commitment is there that nothing would take place before the 2002 budget. When a change is required or proposed, could the Minister describe for the committee what the process is by which that change is implemented? Does it go through some kind of public review or assessment? Is it done by regulation? What is the mechanism there so that the public can see when and how changes to tax rates are made?
